Mute Indian stranded in Pakistan desperate for home

When South Asia's nuclear rivals celebrate 65 years of independence next week, a deaf and mute Indian woman stranded in Pakistan will be thinking of only one thing: how to get home to see her family.

Geeta, now 21, was found by police 13 years ago, sitting alone and disorientated on a train that had come across the border into Pakistan's eastern city of Lahore.

As no one claimed her, officers took Geeta to the Edhi Foundation, Pakistan's largest and best-known charity, in whose care she has remained ever since.

Geeta, desperate to get back to India, has tried to run away several times but, defenceless and unable to explain where her family live, has failed.

However, activists are now making a renewed push in the hope that Indian and Pakistani authorities can intervene to find her parents.

"It is simple for her," Bilqees Edhi told AFP at the tiny apartment where she cares personally for Geeta in the same building as an orphanage and a hospital.

"She thinks she'll be in India as soon as she leaves us. She desperately wants to meet her family but she only knows she lives in India, nothing else."

At first, Geeta lived in a shelter in Lahore as the charity tried to track down her family, but years went by without success.

After she tried to escape several times and quarrelled with staff, Bilqees, who always had an easy relationship with her, brought her to Karachi six months ago and welcomed her into her own home.

Short and thin with a pale complexion, Geeta has her own form of sign language and can write in Hindi: "India, seven brothers, three sisters".

She adopts the Hindi custom of greeting elders by touching their feet and pressing her two palms together close to her heart in the gesture of Namaste.

Speaking through sign language, she said one day she became annoyed after being told off by her parents, left the house and kept walking for hours.

"Then," she swings her hands back and forth in a loop, a sign for a moving train, "I boarded the train and slept."

Geeta writes that her mother used to call her "Guddi", which means doll in Urdu and Punjabi. Through sign language, she says her home is next to a river, set in fields with the house behind a hospital and a restaurant.

"You know, it could be any village or town. We have so many places like this," sighs Bilqees in quiet frustration.

An official in the Indian High Commission in Islamabad, when contacted by AFP, said he would inquire into the case, but was unable to comment for the moment.

Zohra Yusuf, chairwoman of the Human Rights Commission of Pakistan, has offered to help by taking up the case with the High Commission, and calling on the Indian media to help find her family.

Geeta is not the first Indian child to stray into Pakistan. Other cases of children straying across the border have previously been resolved with them handed back to their home country.

One runaway teenager, who crossed over to Lahore then took the train to Karachi, was handed back in 2009 after police found him wandering around and he said he was from Kanpur city in the state of Uttar Pradesh, police official Afzal Khan said.

Three years ago, Bilqees says she managed to repatriate another Indian girl, who had also strayed across the border after a row with her parents.

"But, fortunately she could speak and tell us her whereabouts, which enabled us to arrange for her safe return."

For now, Geeta watches Indian soap operas on a small TV, and observes the dawn to dusk fast of the Muslim holy month of Ramadan, although she also prays at a small Hindu shrine in a corner of Bilqees' veranda.

"She worships there and fasts as well with us," explains Bilqees.

Geeta touches her lips and ears to indicate that her siblings can hear and speak. Then her smile tinges with sadness. She looks at the sky and moves her arm slowly upwards, mimicking a plane.

"She says she wants to go home as soon as possible," interjects Ismat, a teenager who lives in the orphanage upstairs.

(AP) ? A massive Chevron oil refinery fire that sent hundreds of people rushing to hospitals and is pushing West Coast gas prices higher was just the latest pollution incident at the facility that records show has increasingly violated air quality rules over the past five years.

The refinery is one of three such facilities near San Francisco that rank among the state's top 10 emitters of toxic chemicals, according to the U.S. Environmental Protection Agency's Toxic Release Inventory.

Chevron's Richmond refinery ? the scene of Monday's fire that shrouded the area in black smoke ? has been cited by San Francisco Bay area regulators for violating air regulations 93 times in the past five years.

The number has increased from 15 violations in 2007 to 23 in both 2010 and 2011. The refinery is also the state's largest emitter of greenhouse gases, according to state regulators.

The Richmond refinery produces about 150,000 barrels of gasoline a day ? or 16 percent of the West Coast's daily gasoline consumption of 963,000 barrels, said Tom Kloza, chief oil analyst at Oil Price Information Service.

With inventories of gasoline in the region already low compared with the rest of the country, pump prices on the West Coast will soon average more than $4 a gallon, Kloza said.

This week's disruption in production quickly sent the price of a gallon of regular gasoline in California up 3 cents, said analyst Patrick DeHaan of the website GasBuddy.com.

Investigations continued Wednesday into Chevron's response to the fire and the effectiveness of Contra Costa County's emergency warning system. The U.S. Chemical Safety Board, a federal agency, sent a seven-member team to look into possible exposure of workers after vapor ignited and caused the fire.

Monday wasn't the first time Richmond residents had received shelter-in-place orders to stay in their homes and close the doors and windows after fires or accidents at nearby refineries.

They were anxious about the latest fire, and reports of a minor, secondary fire at the refinery on Wednesday only magnified concerns.

"Events like this most recent fire are a trigger for a longstanding mistrust of Chevron," said Jason Corburn, a University of California, Berkeley public health and urban planning professor. "People feel these spikes in air pollutants, and feel these dangerous events in the context of the daily (air quality issues) that don't show up on county air monitors."

The Richmond facility is not the biggest violator of air quality laws among the region's five oil refineries, but it has been cited for violating air regulations numerous times. Some of the violations remain under investigation for determination of penalties.

Chevron spokeswoman Melissa Ritchie said in an email that the refinery "places the highest priority on the health and safety of our work force, our neighbors and the protection of the environment."

"We know our ability to do so is dependent on a proven capability to operate safely and in an environmentally sound way," she wrote.

Some of the San Francisco Bay area's other refineries have more violations than Chevron. The most involved a Valero-owned refinery in nearby Benicia, which has 222 violations over the same five-year period. A Shell refinery in Martinez, a few miles east of the Chevron facility, posted the fewest violations with 83.

Not all of the air violations were for exceeding legal limits on pollution emissions, said Brian Bateman, the district's health and science officer. Some, he said, can be for bad record-keeping or other administrative problems, as well as equipment problems.

While the sprawling Chevron refinery has produced much of the West Coast's daily gasoline supply over the past dozen years, it has also emitted an average of 543,155 pounds of toxic chemicals into the air annually, according to EPA data.

In 2010, all of the state's toxic emitters, including hazardous waste disposal sites combined, released more than 9 million pounds of toxic chemicals into the air.

Still, most releases, when mixed with the cleaner air surrounding the refineries, fall below thresholds considered dangerous to human health, Bateman said.

Chevron paid $170,000 to the air district for all of its violations between 2005 and 2009 after reaching a settlement. The total amount of fines for more recent violations has not been determined.

The federal Clean Air Act sets limits on pollutants that refineries and other emitters can release and imposes penalties for violations. Local air districts enforce the law.

While some of the region's 27 air monitoring station's detected an uptick in pollution during Monday's fire, further laboratory testing confirmed that the levels did not pose a significant health concern, the air district said.

Fires and accidents over the years have inspired community protests and litigation.

A court recently blocked Chevron's plans to expand the facility, after a lawsuit from community groups alleged Chevron had not properly determined the potential health impacts.

"The fact that we've had two major fires in the last five years is unacceptable and symptomatic of Chevron's tenuous relationship with the community," said Roger Kim, executive director of the Asian Pacific Environmental Network.

China consumer inflation falls to 30-month low

BEIJING (Reuters) - China's annual consumer inflation fell to a 30-month low in July, suggesting that the central bank has scope to ease policy further after rate cuts in June and July to keep the economy on track to meet an official 2012 growth target of 7.5 percent.

The government is on track to ease policy to cushion the impact of global headwinds on the world's second-largest economy, but needs to tread cautiously to avoid reigniting property sector risks and fuelling renewed consumer price rises.

Annual consumer inflation eased to 1.8 percent in July from 2.2 percent in June, pulling back further from a three-year high last July of 6.5 percent, official data released on Thursday showed. Economists polled by Reuters had forecast inflation to ease to 1.7 percent in July.

"This number gives more room for policy easing," said Zhang Zhiwei, chief China economist at Nomura in Hong Kong.

"It is now pretty clear that CPI will likely be below the official 4 percent target for the year, so the policy focus for the government can stay clearly on growth."

Hopes of further easing from China boosted riskier assets, with Asian shares rising to a three-month high and the commodity-sensitive Australian dollar testing a 4-1/2-month peak.

Consumer prices edged up 0.1 percent in July from the previous month, compared to expectations of a 0.1 percent drop.

Still, there is little sign of inflationary pressures coming from factories. July's data showed that producer prices fell in July by 2.9 percent from a year earlier, a sharper decline than the 2.5 percent forecast and the steepest fall since October 2009.

It marked a fifth straight month of falling producer prices, reflecting the pressures eating into corporate earnings and capping capital spending.

President Hu Jintao and Premier Wen Jiabao have promised to step up policy "fine tuning" in the second half of the year to support the economy.

Apart from lowering interest rates, Beijing has also cut the amount of cash that banks must hold as reserves to free up an estimated 1.2 trillion yuan ($191 billion) for lending in a series of moves since November 2011.

FOOD PRICES

Food prices rose 2.4 percent in July from a year earlier, cooling from 3.8 percent in June as pork prices tumbled 18.7 percent, while non-food inflation accelerated slightly to 1.5 percent in July from 1.4 percent in June.

Rising global food prices fuelled by a severe drought in the United States will have a limited impact on Chinese inflation, but volatile food prices could be a cause for concern.

"Food price fluctuation could act as a drag on the further easing of China's consumer inflation in August. But non-food prices will continue to fall on slowing growth," said Li Wei, China economist at Standard Chartered Bank in Shanghai.

"We will need to watch lending and activity data to see whether demand is recovering. If they disappoint, the possibility of another interest rate cut will increase greatly."

The central bank said in a report last week consumer inflation might rebound after August due to seasonal factors and the rising cost of labor and resources.

The benchmark Reuters poll last month showed analysts expected the central bank to deliver its next interest rate cut in the third quarter and two more cuts in banks' reserve requirement ratio by the end of the year.

SLOWING RECOVERY

Industrial output and fixed-asset investment data, due for release later on Thursday, were expected to show signs of a pick-up in activity, indicating that the economy is starting to stabilize after sliding for six straight quarters.

Still, any economic improvement will be fragile as the euro zone debt crisis and a sluggish U.S. recovery keep global growth at a low ebb, the main factor that pushed China's new export orders in July into their steepest fall in eight months.

"The recovery will be very modest - more like stabilization and gradual improvement," said Yiping Huang, chief economist for emerging Asia at Barclays Capital in Hong Kong, speaking before Thursday's data releases.

China's industrial output growth is forecast to pick up to a four-month high of 9.8 percent year-on-year in July from 9.5 percent in June, a Reuters poll showed.

Annual growth in fixed-asset investment, in the likes of real estate, roads and bridges, is seen nudging up in January-to-July to 20.5 percent from January-to-June's 20.4 percent, as the government seeks to spur infrastructure investment.

Growth of retail sales, the biggest driver of the economy's expansion in the first quarter, is seen steady though at 13.7 percent.

Analysts see a pick-up in growth in the third quarter to 7.9 percent and full-year growth of 8 percent, above the official target.

Economic growth has been sliding since the beginning of 2011, reaching 7.6 percent in the second quarter, the weakest pace since the global financial crisis.

Gwen Stefani Talks About Motherhood In New Harper's Bazaar ...

On her style: ?I?ve always been a girl who loves to dress up,??says Gwen.??I already put my makeup on twice today: I put it on to take my kid to school, and then I went home, washed my face, and put it on again to have lunch with you.??She even wears it at home because??I like to make my husband like me more,??she says, laughing,??and he likes it when I?m wearing makeup.?

On staying fit:??I?hate talking about my body [all the time]; it?s ridiculous,??she says, referring to the number of times someone has asked how to get her six-pack abs.??There is no secret: You just have to eat healthy, work out, and torture yourself!??Jumping around onstage for a few hours for thousands of screaming fans is great cardio, and she says she hits the gym when her hectic mother-of-two schedule allows.??But it?s more for my brain than it is for my body.??Not that it?s all about mental health. On how she stays sample-size:??I like to wear clothes too much, so I try to keep focused.?

On motherhood:??It?s superfun being a mom, but it?s hard too. Finding that balance between work and family is the hardest thing I?ve ever done?by far.?
